NEW REVELATIONS : Eisenhower's Military-Industrial Complex & The Absolute Psychosis Of Some.....

"A people that values its privileges above its principles soon loses both." -President Dwight D. Eisenhower

THE SEEDS: ( 1st correspondence between President Eisenhower's assistants).

"The White House
Washington
April 5, 1960

Memorandum To: Mac Moos

As the time for the President’s (Eisenhower) retirement draws near, I recommend to your re-reading the “Farewell Address” of George Washington. It is a beautifully wise and modest piece by a faithful public servant who loved his country.

I was struck by its relevance to our day: the call for Constitutional obedience; the warnings about sectionalism; the dangers of “over grown military establishments” but the necessity of maintaining a “respectable defensive posture.” the realistic attitude “that the love of power and the proneness to abuse it which dominate the human heart”; the unhappy tendency of mankind “to seek security and repose in the absolute of power of an individual”; the necessity for an enlightened public opinion; the ungenerous habit of one generation to spend beyond its means and to throw “upon posterity the burden which we ourselves ought to bear”; the broad diplomatic advice. And much more.

This address could furnish some fine ammunition over the year and perhaps serve as a guide for a final statement in January 1961? "

Frederic Fox"

THE DISCOVERY:

A few months ago, Grant Moos was closing his boathouse, near Hackensack, Minnesota, as he does every summer, tying up loose ends, sweeping up debris. This year, though, his sister Kathy insisted that it was finally time to do something about six cardboard boxes that for decades had been stacked in a corner next to a 7.5-horsepower Evinrude engine.

The boxes belonged to their father, Malcolm Moos, a journalist and academic who was a speechwriter for President Dwight Eisenhower. When Moos left the White House, in 1961, he donated some of his papers to the Eisenhower Presidential Library, in Abilene, Kansas, but he kept some, too.

The boxes were full of pine needles, acorns, and mouse droppings, and smelled of campfires. As Moos looked through the contents, he came across a batch of folders marked “Farewell Address.” He looked up the Eisenhower Library, and sent the boxes off to Abilene.

At first, the library did not know what it had. As archivists began to go through the papers, however, they discovered a trove of drafts, memos, and research materials that had long been missing from the record of one of the twentieth century’s most important speeches. For fifty years, Americans have regarded Eisenhower’s Farewell Address with a mixture of awe and bewilderment.

Speaking three nights before the end of his Presidency, in 1961, Eisenhower warned of a “scientific-technological élite” that would dominate public policy, and of a “military-industrial complex” that would claim “our toil, resources, and livelihood.”

In the decades since, Eisenhower’s warning has seemed prescient. The convergence of American military might and a powerful arms industry has characterized wars from Vietnam to Iraq, and the web of power that he described seems present in American society today. Still, generations have wondered what prompted the most celebrated general of the Second World War to leave the White House with a warning about the military. Eisenhower’s grandson David writes in a new memoir that Ike “developed a kind of split personality about the most controversial speech of his life,” downplaying its significance to old military and business friends while professing pride in it to others.

Some historians have regarded the Farewell Address as an afterthought, hastily composed at the end of 1960 as an adjunct to the 1961 State of the Union. Others have regarded it as the soulful expression of an aging President who was determined to warn the American people of dangers ahead. But the Moos papers make clear that the address, far from being an afterthought, was among the most deliberate speeches of Eisenhower’s Presidency. Regarded in his day as inarticulate and detached, Eisenhower in these papers is fully engaged, grappling with the language of the text and the radical questions that it raised.

Contrary to what some historians have speculated, it was not Moos or his assistant, Ralph Williams, who suggested a farewell address. On May 20, 1959, Moos was meeting with the President, when Eisenhower proposed an idea for “one speech he would like very much to make.” It was to be, Moos recorded, “a ten-minute farewell address to the Congress and the American people.” Moos deemed the idea “brilliant” and began making notes.

Eisenhower was a rigorous editor. Major speeches such as the State of the Union might be refined ten or twelve times. Even by those standards, however, the Farewell Address was special. Eisenhower personally rewrote the opening passages, and his brother Milton overhauled the entire speech. It was batted back and forth for months; in the end, it underwent twenty-nine drafts (21 previously unknown drafts were found in the boathouse papers).

The papers also debunk a myth. Some historians have credited Norman Cousins, the editor of The Saturday Review, with helping to shape the speech, in December of 1960. It’s true that Cousins called the President on December 14th, but “the idea of trying to get anyone like Norman Cousins working on it would be dreadful,” Eisenhower’s secretary wrote to Moos. “How in the world do we diplomatically thank him, but say No?”

One core idea dominates every version: the first draft described “the conjunction of a large and permanent military establishment and a large and permanent arms industry.” Policing it would require “all the organizing genius we possess” to insure “that liberty and security are both well served.” It added:

“We must be especially careful to avoid measures which would enable any segment of this vast military-industrial complex to sharpen the focus of its power.”

Through scores of revisions, that idea persisted. As delivered, the speech memorably read, “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.”

At the library, the staff is ecstatic about the find. Karl Weissenbach, the director, predicted that the new documents will “change the history and interpretation of the most famous farewell address in American history.”

It’s also a reminder of the contingency of historical research. Had Moos vacationed in Florida rather than in Minnesota, the documents might have disintegrated. Instead, the memos and drafts survived, snug in a boathouse corner, rejoining history just in time for the fiftieth anniversary of Eisenhower’s address.

HISTORY REPEATING: U.S. Justice & The CIA - American Angels Of Death...

"The more we do to you, the less you seem to believe we are doing it." Dr. Josef Mengele (1945 ).

A new study in the Journal of the American Medical Association reveals that physicians with the CIA's Office of Medical Services (OMS) played an even greater role in facilitating the torture of detainees than was previously recognized.

As described in the study, "In 2003, partially in response to a CIA Inspector General investigation that questioned the use of enhanced interrogation methods and criticized the agency’s failure to consult with OMS about the risks to detainees of waterboarding, OMS physicians assumed another role, providing opinions to the agency and lawyers whether the techniques used would be expected to cause severe pain or suffering and thus constitute torture."

This advisory function came in addition to the physicians' previous involvement in the torture of detainees through performing medical evaluations before and after interrogation, monitoring waterboarding sessions, and collecting information on the effectiveness and risks of various techniques.

The study, titled "Roles of CIA Physicians in Enhanced Interrogation and Torture of Detainees," was authored by Leonard S. Rubinstein, the president of Physicians for Human Rights, and Brig. Gen. (ret.) Stephen N. Xenakis, a former Army psychiatrist who is now with the Center for Public Health and Human Rights. It is based on a previously secret document from 2004, laying out OMS guidelines for detainee interrogation, which was released by the Obama administration.

In an article for Harper's, human rights lawyer Scott Horton notes that the JAMA study makes it apparent that the OMS physicians did not merely offer a medical opinion as to what constituted torture:

"gave their bosses exactly what was expected of them: a green light to torture."

The study emphasizes that even though OMS approved the use of enhanced interrogation methods subject to "medical limitations," those limitations took no account of actual pain and suffering and were merely calculated to minimize the chances of doing permanent physical damage.

They "included durational limits for exposure to a specified temperature, either up to the time hypothermia would be expected to develop or on evidence of hypothermia; body weight loss of 10% or evidence of significant malnutrition as a result of dietary restrictions; and exposure to noise just under the decibel levels associated with permanent hearing loss. Stress positions were permitted for up to 48 hours provided the detainee’s hands were no higher than the head, weight was borne by lower extremities, and preexisting injuries were not aggravated. ... The OMS guidelines also advised that emergency resuscitation equipment be available when waterboarding was used."

Although the guidelines specify they: "the detainee's physical condition must be such that these interventions will not have lasting effect," they IGNORE professional literature on the potential health risks of the techniques, citing instead such sources as "'Wilderness Medicine' 4th Ed., Ch 6 -- Accidental Hypothermia."
"The duplicity in this affair is amazingly circular.," Horton writes. "The Justice Department’s torture lawyers relied on the CIA’s torture doctors for the conclusion that specific techniques did not produce 'severe pain' that ran afoul of the criminal law prohibition on torture; the CIA doctors relied on the Justice Department lawyers for the same conclusion. It looks like a compact, and an alert prosecutor would no doubt call it... A JOINT CRIMINAL ENTERPRISE. It’s hard to see at this point whose behavior was the more ethically odious, though evidence suggests that both engaged in professional misconduct so egregious as to warrant formal disciplinary proceedings."

"The torture doctors expect to have their identities protected, and thus to ESCAPE the natural consequences of their gross professional misconduct," Horton concludes: "This helps us understand why senior figures in the intelligence community are today ferociously pressuring the Justice Department to criminalize anyone who attempts to discover the identities of those involved. They assert that those identified would be terrorist targets. In fact, those who are unmasked face likely professional ethics proceedings, as well as the long-term risk of criminal prosecution, particularly if they ever venture beyond the borders of the United States."

Torture 2003: "Sadistic Acts Perpetrated Against The Innocent." -GWB

"In 2003, President Bush said torture anywhere is an affront to human dignity everywhere, and the United States is committed to building a world where human rights are respected and protected by the rule of law. In a statement issued on United Nations International Day in Support of Victims of Torture June 26, the president called on all governments to join in prohibiting, investigating and prosecuting all acts of torture and in undertaking to prevent other cruel and unusual punishment. Following is the official text of Bush's statement:

THE WHITE HOUSE
Office of the Press Secretary
June 26, 2003

STATEMENT BY THE PRESIDENT

United Nations International Day in Support of Victims of Torture

“Today, on the United Nations International Day in Support of Victims of Torture, the United States declares its strong solidarity with torture victims across the world. Torture anywhere is an affront to human dignity everywhere. We are committed to building a world where human rights are respected and protected by the rule of law. Freedom from torture is an inalienable human right. The Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment, ratified by the United States and more than 130 other countries since 1984, forbids governments from deliberately inflicting severe physical or mental pain or suffering on those within their custody or control. Yet torture continues to be practiced around the world by rogue regimes whose cruel methods match their determination to crush the human spirit. Beating, burning, rape, and electric shock are some of the grisly tools such regimes use to terrorize their own citizens. These despicable crimes cannot be tolerated by a world committed to justice.

Notorious human rights abusers, including, among others, Burma, Cuba, North Korea, Iran, and Zimbabwe, have long sought to shield their abuses from the eyes of the world by staging elaborate deceptions and denying access to international human rights monitors. Until recently, Saddam Hussein used similar means to hide the crimes of his regime. With Iraq's liberation, the world is only now learning the enormity of the dictator's three decades of victimization of the Iraqi people. Across the country, evidence of Baathist atrocities is mounting, including scores of mass graves containing the remains of thousands of men, women, and children and torture chambers hidden inside palaces and ministries. The most compelling evidence of all lies in the stories told by torture survivors, who are recounting a vast array of sadistic acts perpetrated against the innocent. Their testimony reminds us of their great courage in outlasting one of history's most brutal regimes, and it reminds us that similar cruelties are taking place behind the closed doors of other prison states.

The United States is committed to the world-wide elimination of torture and we are leading this fight by example. I call on all governments to join with the United States and the community of law-abiding nations in prohibiting, investigating, and prosecuting all acts of torture and in undertaking to prevent other cruel and unusual punishment. I call on all nations to speak out against torture in all its forms and to make ending torture an essential part of their diplomacy. I further urge governments to join America and others in supporting torture victims' treatment centers, contributing to the UN Fund for the Victims of Torture, and supporting the efforts of non-governmental organizations to end torture and assist its victims.

No people, no matter where they reside, should have to live in fear of their own government. Nowhere should the midnight knock foreshadow a nightmare of state-commissioned crime. The suffering of torture victims must end, and the United States calls on all governments to assume this great mission."

The Torture Party: A Loaded Weapon Ready For Resurrection...

There were no professional interrogators involved in the creation of the CIA’s torture program.

It's bad enough that we have war criminals running amok. Having one of them (Jay Bybee )sitting on one of the highest courts in the land (United States Court of Appeals for the Ninth Circuit ) is simply psychotic.

"The evidence is now undeniable. President Barack Obama is flouting his unflagging constitutional obligation enshrined in Article II, Section 3 to “take Care that the Laws be faithfully executed.” He is also reneging on his signature campaign promise to restore the rule of law, transparency, and accountability to the White House. He is displaying the psychology of an arrogant Empire as opposed to a modest Republic in continuing and escalating the Bush-Cheney duumvirate’s global and perpetual war against international terrorism heedless of foreign sovereignties or the lives of civilians.

Even more disappointing, Obama has proven a political coward dangerous to the Republic. Before April 16, he had decided against any criminal investigation of the Bush-Cheney duumvirate or their inner circles for their boasted complicity in torture, i.e., waterboarding, which Attorney General Eric Holder has declared is torture. He has similarly declined investigations of extraordinary renditions that have occasioned, among other things, the indictments and in absentia trials of 26 CIA operatives in Milan, Italy, for the kidnapping and torture of Egyptian cleric Abu Omar.

Obama asserted: “Enlisting our values [like the rule of law or transparency] in the protection of our people makes us stronger and more secure. A democracy as resilient as ours must reject the false choice between our security and our ideals [like the rule of law or government in the sunshine]… I believe strongly in transparency and accountability… The United States is a nation of laws.”

Obama has set a precedent whitewashing White House lawlessness in the name of national security that will lie around like a loaded weapon ready for resurrection by any Commander-in-Chief eager to appear “tough on terrorism” and to exploit popular fear."

Palestine: Into The Forbidden Zone...When Hunted Meets Hunter...

From an actual transcript of radio communications among Israeli soldiers on the border between Egypt and the Gaza Strip on October 2004:

Sentry: "We spotted an Arab female about a hundred meters below our emplacement, near the light armored vehicle gate."

Headquarters: "Observation post ! Do you see IT?"

Observation Post: "Affirmative, IT'S a young girl. She's now running east."

HQ: "What is her position?"

OP: "She's currently north of the authorized zone."

Sentry: "Very appropriate location."

( Sound of gunfire)

OP: "She's now behind an embankment, 250 meters from the barracks, She keeps running east. The hits are right on her."

HQ: "Are you talking about the girl...a girl under ten?"

OP: "Approximately a ten-year old girl."

HQ: "Roger."

OP to HQ: "Receiving, over."

OP: "She's behind the embankment, dying of fear, the hits are right on her, a centimeter from her."

Sentry: "Our troops are storming toward her now. They are around seventy meters from her."

HQ: "I understand that the company commander and his squad are out?"

Sentry: "Affirmative, with a few more soldiers."

OP: "Receive. Looks like one of the positions dropped her."

HQ: "What? Did you see the hit? Is she down?"

OP: "She's down. Right now she isn't moving. Me and another soldier are going in."

( To the squad) "Forward to confirm the kill!"

Company Commander to (HQ): "We fired and killed her. She has...is wearing pants...jeans and a vest, shirt. Also, she had a kaffiyeh on her head. I also confirm the kill. Over."

HQ: "Roger."

CC: (on general communications band) "Any motion, anyone who moves in the zone, even if it's a three-year old, should be killed. Over."

***The Palestinian school girl in the forbidden zone was hit by 17 bullets.

Dear Mr. President: "A True Patriot Is A Lover Of His Country Who Rebukes And Does Not Excuse Its Sins..."

Dear Mr. President:

Victory achieved. "Its been a long time coming”…too long. The tears you witnessed on election night were tears of joy, pride and ultimately relief. Finally, after eight years of negativity and darkness, the light called Democracy ignited again. It was an incredible night in this country's history. In a moment, we saw the United States renewed for the sole reason that its citizens came out of their caves and voted for change...for light.

Our request is to ask you to bring Democracy and Justice full-circle. For a Democracy is not that...if those who willingly chose to subvert, distort and ignore it are permitted to enjoy the benefits of freedoms and decency that they denied others for eight long secretive, torturous and needless death-filled years. You know of whom I speak: George W. Bush, Dick Cheney, David Addington, John Woo, Karl Rove, Donald Rumsfeld, Paul Wolfowitz, etc. For these men to retire to their luxurious mansions and pristine golf courses without repercussions for their lies, their disdain for our Constitution and finally for their crimes against humanity would be a travesty of Democracy, a travesty of Justice and would certainly lessen the significance of the people's victory on November 4.

We respectfully ask that you open a full-investigation into the Bush Administration's past governmental activities. We know they broke the laws many times. It’s been documented, reported and archived. However, these men must be held accountable for their actions. If action is taken in this direction, then our Democracy is working. It means that you cannot break the law and get away with it even if you are the King or a subject in the King's Court. You cannot twist the laws of this country. You are not entitled to make any rules that you desire just because you wear a crown. Following the laws of our Constitution and displaying simple human decency are what separate the United States from the rest of the world. We must restore the Constitution. We must punish the King for being a King in what was designed to be a Federal Constitutional Republic. They have willingly broken the laws of our Founding Fathers. They must atone.

We realize you have more urgent matters to attend to first. The economy being of that upmost importance at this time but we ask you to devote some time to this too. It is a long process. It will cost money we don’t have. However, we guarantee you it will be money well spent. If you proceed, you will have support from the majority of Americans and you will have served your country as the Founding Fathers intended. A million innocent Iraqi civilians and 4191 American soldiers will have not died in vain. Close the circle that you drew for us on Nov. 4. 2008. Close it so this country can begin anew in all the just ways and finally close it for any future Presidents who might try to govern under the same lawless and despicable policies.

"A true patriot is a lover of his country who rebukes and does not excuse its sins.

On Iraq: Big Disguise, Bigger Disinformation, Biggest Denial...

"The US and Britain have triggered an episode more deadly than the Rwandan genocide. On both sides of the Atlantic, a process of spinning science is preventing a serious discussion about the state of affairs in Iraq. For longer than the US has been a nation, Britain has pushed us at our worst of moments to do the right thing. That time has come again with regard to Iraq. It is wrong to be the junior partner in an endeavour rigged to deny the next death induced, and to have spokespeople effectively respond to that death with disinterest and denial." - Dr. Les Roberts (IndependentUK, 2.14.07).

"Dr. Les Roberts risked his life a few years ago to get some numbers that some people fiercely attack as inaccurate, misleading and that many others pay little or no attention to. Dr. Roberts, a physician and prominent public health scientist at Columbia University believes there is solid evidence that close to half a million people, mostly civilians, have been killed in the Iraq war. His statistics are about 10 times higher than the estimates put forth by the Bush administration and the Pentagon.

"But a much bigger problem than the numerical disparity is the simple fact that so few even ask.
I think it's important that every American understand the true magnitude of this tragedy," says Roberts.

Unfortunately, few in the media or in government appear to want to draw attention to the deaths that have so severely altered the lives of so many.

In 2004, Roberts and colleagues sneaked into Iraq with dyed beards and dressed in robes to conduct a series of mortality "cluster point" surveys in various communities. His team initially estimated the civilian death toll as at least 100,000 (two to three times the official estimate) but later analysis prompted him to raise the estimate. The findings were reported in the British medical journal, the Lancet in 2006.

"To help people understand this, given the population of Iraq, it would be like New York City having two 9/11 attacks every week over a period of three years,"
Roberts said.

Another report, issued in January, estimated that 151,000 Iraqis died from violence between March 2003 and June 2006. The estimate was based on projections by the Iraqi government and the World Health Organization.

"General David Petraeus testified earlier this year about the fewer deaths we're seeing in Iraq, but his numbers suggested that life in Baltimore was more violent than in Iraq."
Before a Congressional Hearing, Dr. Roberts wrote Senators asking them to challenge the statistics, but nobody uttered a word. News reporters stayed silent as well.

"Everybody wants to believe things are getting better because Republicans want to declare victory and Democrats want an excuse to get out. Meanwhile, the media continue to ignore the issue. My professional life and purpose is based on the belief that most of the time, valid data leads towards truth and that truth... can lead toward justice,"

Meditation On Bloviators: The Unholy Three...

Hate-mongering against alleged “leftist 1960s terrorists” now fills the days of anti-Obama rage for the Rovian bloviator battalion. Bill Ayers and the Weathermen, the Black Panthers, the American Indian Movement, Baby Boom professors, social workers , etc, are front and center for the hateful blatherings of the usual GOP flunkies all cowering at the prospect of an African-American president.

But there were, indeed, three 1960s terrorists whose murderous, planet-killing rampage continues to poison this nation. They tower above all others. Their names: William Westmoreland, Lyndon B. Johnson, and Richard Nixon.

This unholy trinity killed outright more than 55,000 Americans and several million southeast Asians—most of them innocent civilians—while bombing, strafing and spewing horrific toxic chemicals onto countless of square miles of previously pristine jungle. Their Agent Orange caused tens of thousands of deaths and deformities that still carry through the generations.

No single terror act in the history of the United States even remotely compares to the lethal psychosis that created and was then furthered by the Vietnam War. As Commander In Chief of US forces in Southeast Asia, Westmoreland dragged the US into the Vietnam quagmire. He repeatedly assured Lyndon Johnson that Vietnam’s north-south civil war was “winnable”.

In the 1980s I debated Westmoreland on two campuses (the University of Florida and Juneata College) and heard him tell me directly that “we never lost the war in Vietnam.” According to the man who lit the fuse, the US spent all those lives and dollars “successfully protecting” Thailand, Malaysia, Singapore, Indonesia and the Philippines from Communist dictatorships. Never mind that Suharto (Indonesia), Lee Kwan Yew (Singapore), and Ferdinand Marcos (Philippines) were among history’s most violent and authoritarian kleptocrats. In Westmoreland’s world, all that death, destruction and expenditure were worth it to keep these torturers in office while they stacked billions of public dollars in their private bank accounts.

Lyndon Johnson bought Westmoreland’s lies. With Defense Secretary Robert McNamara explaining the war in terms of “kill ratios,” Johnson used a fake non-attack by alleged North Vietnamese gunboats to get a blank check from Congress and impose wholesale slaughter on both the US and Vietnam.’

Johnson’s March, 1965, decision to escalate the war is arguably the turning point from which America’s moral standing and quality of life took their definitive downward plunge. While he crumbled from the psychological and spiritual strain, LBJ sent 550,000 Americans to Vietnam to perpetrate a human and ecological slaughter on a scale unique in the modern annals of gratuitous terror.

Richard Nixon followed with still more. After winning the presidency based on a “Secret Plan” to end the war, he escalated air attacks on an innocent nation that exceeded all the explosive tonnage dropped during World War II. Nixon illegally expanded the war into Cambodia, where three million civilians eventually died in wholesale slaughter.

At home, Nixon’s close friend, Governor James A. Rhodes, furnished the Ohio National Guard with the live ammunition they used to kill four unarmed students. Two more died soon thereafter in an official attack on a college dormitory at Mississippi’s Jackson State.

A clearly deranged psychotic, Nixon’s resignation journey should have taken him straight to prison, rather than to a presidential retreat alongside the Pacific.

None of these horrific terrorists was ever prosecuted or imprisoned. But their ungodly assault drove America’s economy, currency, health care and educational systems, moral and military standing, and much, much more, into a deep decline from which we have yet to recover.

None of those bilious corporate bloviators ever mention these highest-ranking terrorists in their rants against all things sixties. But when it comes to an American axis of evil perpetrating useless, gratuitous and totally unredeemed mass destruction of people and the planet, this is the 1960s trio that overshadows all others.

BushCorp: History Repeated...History Deleted...

After watching wholesale lots of the Bush administration’s most important e-mails go mysteriously missing, Congress is trying to legislate against any further damage to history. The secrecy-obsessed White House is, of course, threatening a veto — one more effort to deny Americans their rightful access to the TRUTH about how their leaders govern or misgovern.

The House approved a measure last week that would require the National Archives to issue stronger standards for preserving e-mails and to aggressively inspect whether an administration is in compliance. The Archives needs spine stiffening. Congressional investigators found that its staff backed off from inspections of e-mail storage after the Bush administration took office.

We fear we may never find out all that has gone missing in this administration, although we urge Congressional investigators to keep trying. What we do know is that the Bush gaps of missing e-mails run into hundreds of thousands during some of the most sensitive political moments. Key gaps coincide with the lead-up to the Iraq war — and the White House’s manipulation of intelligence — as well as the destruction of videotapes of C.I.A. interrogations and the outing of the C.I.A. operative Valerie Plame Wilson.

Missing e-mails include entire blank days at the offices of President Bush and Vice President Cheney. Also mysteriously wiped from the record are e-mails from Karl Rove, the president’s political guru, and dozens of other White House workers who improperly conducted government business on Republican Party e-mail accounts. The White House now claims that nothing has been lost, though officials previously acknowledged large-scale purging, claiming they were accidental.

An administration with nothing to fear from the truth would be in the forefront of protecting the historical record. The Senate must stand with the House and ensure that at least future administrations are stopped from doing wholesale damage to history.
