THE GOD OF WAR: "Not With A Bang But A Wimper...

THE GOD OF WAR doesn't dine on raw shank bone or bellow orders quite like he used to. When he talks to Congress, it goes more like this:

"And, oh, while you're up, I'm going to be needing, uh. . . $159 billion this go-around, you know, for the troops. Thanks."

It works.

With the war on terror in its 9th year and disappearing from even the pretense of national debate, let alone outrage and protest, and with the President of Hope prosecuting it so quietly most of us no longer notice, we could be at an eerie national transition point, beyond which war is no longer controversial or a big deal but just the way things are: "normal," like background noise. And the enormous transfusions of cash it requires - well, nice people don't talk about it.

Oh Lord.

Then along comes Alan Grayson freshman congressman from Florida, who has some fresh ideas about how to forestall this Orwellian transition. He introduced one of these ideas in the House last week. It's called H.R. 5353: The War Is Making You Poor Act. It's steeped stunningly in common sense and common knowledge, appeals in a blatant, teabagger sort of way to self-interest and everyman's taxation phobia - and strikes me as the focal point, almost Gandhiesque in the clarity of its outrage, of a reborn movement to end our wars in Asia and halt the spread of American hubris.

"The purpose of this bill is to connect the dots, and to show people in a real and concrete way the cost of these endless wars," Grayson wrote. "War is a permanent feature of our societal landscape, so much so that no one notices it anymore."

H.R. 5353 directly addresses the war's current "emergency" spending bill, which is about to come up for a vote and will - of course! of course! - pass as usual, with little debate, with perfunctory media mention. The current White House request, part of the National Defense Authorization Act for Fiscal 2011, is for $159.3 billion.

The War Is Making You Poor Act plucks that number out of anonymity and screams, "Wait a second!" This is an enormous amount of money, almost beyond calculation, and we must not make a decision about it transfixed in financial numbness.

The bill mandates that our operations in Iraq, Afghanistan and Pakistan be funded out of the regular Department of Defense budget, which in 2011 is $549 billion. The $159.3 billion in special funds would be used instead to eliminate the federal tax on every American's first $35,000 of income (or $70,000 for married couples). And that still leaves $16 billion for paying down the national debt.

Yeah, I know, it's crazy. You can't mess with the system like this. The War God's funding machine grinds with bipartisan inevitability. I've watched the process over the years in mounting despair. Our elected reps are, at best, helplessly polite in the face of this inevitability. Dissent is token. We're on a permanent war footing in this country and will be till hell freezes over. Thus it is written. Read the New York Times.

Grayson's bill comes from so far outside the Beltway consensus I felt instant enthusiasm for it. My guess is that others will, too. Within a few days of the bill's introduction, nearly 24,000 people had signed the congressman's online petition endorsing it. For starters, I'd like to see that number hit six figures. Why not seven?

The bill right now has seven co-sponsors: Dennis Kucinich, Lynn Woolsey, John Conyers, Barbara Lee, Bob Filner and two Republican mavericks, Ron Paul and Walter Jones. Call your rep and urge him or her to support it as well. This is the only way it's going to happen, folks - we have to make our numbers felt on Capitol Hill. We have to break the unwritten rules that make even honest debate over these hellish wars impermissible.

Mainstream coverage of Grayson's bill has been skimpy and dismissive. The big news outlets crossed over long ago into Orwell's nightmare and, at their privileged remove, fully embrace it. As Salon columnist Glenn Greenwald notes: "The decree that we are ‘at war' has been repeated over and over for a full decade, drummed into our heads from all directions without pause, sanctified as one of those Bipartisan Orthodoxies that nobody can dispute upon pain of having one's Seriousness credentials immediately and irrevocably revoked."

I submit that it's time to reclaim our country - $159 billion at a time.

THE PATRIOT GAME: America's Perceived Invulnerability Is Gone Forever....

"With Faisal Shahzad's failed plot, we got lucky. Again. But sooner or later, our luck is going to run out.

Faisal Shahzad, the 30-year-old Pakistani-American charged with attempting to blow up a carload of explosives in Times Square, is the latest of many 9/11-II hopefuls. He left a trail of clues about his intentions, many missed by those charged with keeping America safe and secure.

He bought the car with cash, spent five months in Pakistan (probably for terrorist training) and reentered the States without inquiry. Headlines naively ponder whether he is part of an "international plot." This is like wondering if the oil spill in the Gulf is related to offshore drilling.

Shahzad is -- formally or informally -- tied to millions who hate America for what they see as military aggression and religious bigotry. They want to destroy the U.S., city by city, bridge by bridge, tunnel by tunnel. And they will do whatever it takes: kill our children, destroy our physical, economic and technological infrastructure, poison our food/water supplies -- anything.

Just remember:

• On Jan. 4, an unidentified and unauthorized man was seen returning from a secure area at Newark Liberty Airport into the public area. All passengers in the secure area were rescreened. Delays of flights lasted more than six hours. The man who caused the alarm disappeared.

• On April 8, LAX flights were delayed when a man selected for secondary screening grabbed his bag and vanished into the terminal.

• On Christmas Day, Umar Farouk Abdulmutallab boarded a plane he intended to destroy after his father warned U.S. officials, and after paying $2,800 cash for airfare. He never made the no-fly list.

• On Jan. 7, New York Post reporter Lorena Mongelli, testing metal detectors that failed to recognize a passenger's 14-inch titanium hip replacement, took an 8-inch rod of titanium (used in knives, guns and brass knuckles) through security at Terminal 7 at JFK -- twice

More chilling is the alarm sounded in February by CIA chief Leon Panetta, who told the Senate Intelligence Committee that another terrorist attack on U.S. soil is inevitable. Sen. Dianne Feinstein, D-Calif., asked if the next attack might come within six months: Panetta and the other intelligence officials with him agreed with Director of National Intelligence Dennis Blair, who called such a timeframe "certain."

America needs to face this reality. No agency or individual can permanently halt the boundless opportunities for successful attacks that today's technology provides. Experts say we were fortunate to thwart several close calls, but every gambler knows luck doesn't last forever.

Our vulnerabilities, like our enemies, take many forms. Radicalized Muslims, enraged by a American disrespect for Islam, by U.S. foreign policy, and by wars and occupations in their homelands, are now most likely to blow up our dreams. But they are not alone: They have the support (and sometimes sympathy) of those who hate the U.S. for other reasons.

In 2009, Pew researchers counted 1.57 billion Muslims in 200 countries -- 23 percent of the world's population, mainly in the Middle East, North Africa and Asia, a short 10- to 15-hour flight from New York or Los Angeles. If only a tiny fraction of them become radicalized against the United States, it could spell serious trouble.

Americans, so many of them focused on being a "Christian" country and wrapped in their flag, are often blind to their country's image in the world. Enormous foreign debt threatens to destroy our economy and sovereignty; the World Health Organization ranks the U.S. healthcare system at 37th in the world -- behind Saudi Arabia (26th), Morocco (29th) and even Colombia (22nd) -- and security in U.S. airports is worse than in Israel, Canada or India. Still, Americans speak of U.S. "superiority" and reject that their country could be flawed and hated.

But today's playing field has been leveled by technology, and no amount of patriotism will restore U.S. invulnerability. It's gone forever, if it ever existed. America's survival depends on its willingness to accept the world as it is now, reject xenophobia and develop foreign policies that rein in extremists worldwide while returning the U.S. to a position of global respect, rather than disdain."

Rich White Men & The Bohemian Grove: "The Most Faggy Goddamned Thing..."

“Is this really what I want to be doing? Sneaking into the exclusive Bohemian Grove, on the Saturday night when roughly 2,500 of America’s richest, mostly right-wing Republicans are kicking off their annual July “encampment”? The members of the San Francisco–based Bohemian Club are mostly all here, partying boisterously in this primeval stand of gargantuan redwoods 75 miles north of the city, or will be during the next 16 days.

Over the years all the usual suspects have made appearances: Rumsfeld, Kissinger, two former C.I.A. directors (including Papa Bush), the masters of war and the oligarchs, the Bechtels and the Basses, the board members of top military contractors—such as Halliburton, Lockheed Martin, Northrop Grumman, and the Carlyle Group—Rockefellers, Morgans, captains of industry and C.E.O.’s across the spectrum of American capitalism. The interlocking corporate web—cemented by prep-school, college, and golf-club affiliations, blood, marriage, and mutual self-interest—that makes up the American ruling class. Many of the guys, in other words, who have been running the country into the ground and ripping us off for decades.

The summer high jinks begin, as they have for more than 100 years, with a macabre, hokey ceremony—with Druidic, Masonic, Ku Klux Klan, and Aryan forest-worship overtones—called the Cremation of Care, which is starting in 40 minutes down by the lake. I squeeze through a hole in a chain-link fence onto the 2,700-acre property and follow an old overgrown railroad bed. To my left, below a dense tangle of California bay laurel, big-leaf maple, and understory shrubs, the muddy-green Russian River is sliding by. I didn’t see any posting on that side of the property, but I know I am trespassing.

While many in the world see this gathering of the military-industrial high command as the bad guys—a sort of rogue state operating outside the constraints of democratic institutions, a favorite watering hole for what Peter Phillips, a Sonoma State University sociologist who has published extensively on the Bohemian Club, calls “the global dominance group”—this is not how the members imagine themselves. They see themselves as the moral underpinnings of America’s greatness, whose central tenets are the Protestant work ethic: work hard and prosper and you’ll get into that great club in the sky. The Bohemian Club is like the Opus Dei of the Protestant American establishment. Very few Jews have made it in, and even fewer blacks.

The encampment is more of a drunken blowout and an opportunity for bonding than a serious roundtable like Davos, although there is a series of lakeside talks that are enlightening about what the government has up its sleeve for the upcoming year. Kissinger is a perennial favorite. His speech nine years ago, “Do We Need a Foreign Policy?,” was music to the ears of the Bush administration. In 1942, Edward Teller is said to have planned the Manhattan Project here. There’s a lot of dark history in this forest retreat. It’s rumored that during the presidency of Gerald Ford one Grove employee was a charming, impeccably mannered ex-Nazi, who used to drive around in a jeep that had the decal—a palm tree with a swastika on it—of Rommel’s Africa campaign, which he had served in. Ford made him take it off.

The majority of activities take place in the 109-acre main grove, in about 120 separate rustic camps nestled under the biggest, most ancient redwoods on the property. Each member is assigned to a camp. The fanciest one is Mandalay. Then Hill Billies. Other camps have names like Derelicts, Five Easy Pieces, Poison Oak, Rattlers. Herbert Hoover, an enthusiastic Grover, called it “the greatest men’s party on earth.” Aside from the prostitutes who are rumored to be visited by randy Grovers at local bars and motels, it’s a guys-only affair, and, historically, there’s always been talk of buggery in the dappled shadows under the redwoods, particularly at Highlanders, perhaps simply because members wear kilts and nothing underneath. Richard Nixon (a member of Cave Man camp), whose 1967 lakeside talk kicked off his successful run for the presidency, was caught on one of his Oval Office tapes describing the Grove as “the most faggy goddamned thing you could ever imagine.”

Another hallmark of the encampment is the promiscuous micturition—guys standing up to the redwoods and relieving themselves everywhere you look. Maybe they’re trying to symbolically assert their primacy over nature. But the amount of drinking that goes on, plus the fact that many members are elderly and likely have prostate problems and can’t make it back to their camp fast enough, also plays a role in what has become, if not a formal ritual, a group-reinforcing collective activity. It must be said, to be fair to the old Wasp establishment, that the club has a rich history full of decent members with refined social graces. Mark Twain and the acerbic misanthrope Ambrose Bierce were early members. So was the socialist Jack London, who wrote a clairvoyant novel called "Before Adam", about a time when humanity was ruled by a small group of idiots who were destroying the world.”

Controlling The Battle Space: Pentagon Perception Management Tools

BAGHDAD: The black-and-white video starts with a mini-van locked in the crosshairs and the sound of a missile launching. A ball of fire suddenly consumes the van and a palm grove somewhere in Iraq. "Good shot," says a voice squawking over what sounds like a military radio. Before the one-minute video clip is over, two more SUVs are destroyed by Apache helicopters.

The video is one of dozens brought to viewers around the world by Maj. Alayne Conway, the top public affairs officer for the 3rd Infantry Division. When her unit was in Iraq, her office sent out four to six videos a day to media outlets around the world, as well as posting them on YouTube. "You want to make sure you edit it in the right way," Conway said. "You have to go through the steps. ... Is this something that is going to make Joe Six-Pack look up from his TV dinner or his fast-food meal and look up at the TV and say, `Wow, the American troops are kicking butt in Iraq?'"

Critics say the purpose of such violent material is not to inform the public about what the military is doing, but to promote it. Public affairs officers argue that they are in a battle with insurgents to shape the public perception of the wars they are fighting, and they will use every means available to push the military's version of events.

The Pentagon now spends more than $550 million a year -- at least double the amount since 2003 -- on public affairs, and that doesn't including personnel costs. Public affairs officers are, in the words of the military's training manual, a "perception management tool." Their job is to provide facts but not spin to American audiences and the American media.

Over the past two years, the number of public affairs officers trained by the Defense Information School has grown by 24 percent to almost 3,500. The military is also expanding its Internet presence from 300 to 1,000 sites and increasing its free cable programming on the Pentagon Channel by 33 percent to 2,080 programs.

Along with putting out its own messages, the public affairs arm tries to regulate what others put out.

In recent years, as reporting out of Iraq turned more negative, the public affairs department has increased its ground rules for media who embed with troops from one to four pages.

In mid-2008, Associated Press reporter Bradley Brooks was stepping off a cargo plane in Mosul en route to an embed when he saw pallbearers carry the flag-draped coffins of dead soldiers from Humvee ambulances onto a plane. Brooks talked to soldiers, who mentioned their anger with political leaders, and wrote a story. Within 24 hours the military had expelled him from northern Iraq. He was told he had broken a new rule that embedded reporters could not write while in transit.

In 2008, eight journalists were detained for more than 48 hours, according to cases tracked by the Associated Press, more than in any other year since the war began. Since 2003, the Associated Press alone has had 11 journalists detained in Iraq for more than 24 hours. And a Reuters journalist has been detained by U.S. forces as "a security threat" since Sept. 2.

"All of these journalists, with the exception of the one being held now, have been released without charge. That troubles us because it suggests that they are not able to successfully charge these journalists with anything," said Joel Simon, executive director of the Committee to Protect Journalists.

Pentagon officials say commanders have the right to detain anyone they consider a threat to security, and that the U.S. Constitution does not apply to foreign battlefields."The U.S. military is going to control the battle space in which they operate," Pentagon spokesman Bryan Whitman told a gathering of journalists in April 2007. "The First Amendment provides no right of access to the battlefield -- zero, none." Whitman's assertion has never been tested in court, and legal opinions vary.

The public affairs department has even arranged to fly friendly bloggers to Iraq and Afghanistan, according to documents made available through the Freedom of Information Act. The public affairs office decided who could take part in special "Blogger Roundtables" with Pentagon officials in 2005, and transcripts show that those chosen were overwhelmingly pro-military and repeated the information they heard on their own Web sites without always revealing its source.

"(U) Al Qaeda and Taliban terrorists are taught to expect Americans to abuse them. They are recruited based on false propaganda that says the United States is out to destroy Islam. Treating detainees harshly only reinforces that distorted view, increases resistance to cooperation, and creates new enemies. In fact, the April 2006 National Intelligence Estimate “Trends in Global Terrorism: Implications for the United States” cited “pervasive anti U.S. sentiment among most Muslims” as an underlying factor fueling the spread of the global jihadist movement. Former Navy General Counsel Alberto Mora testified to the Senate Armed Services Committee in June 2008 that “there are serving U.S. flag-rank officers who maintain that the first and second identifiable causes of U.S. combat deaths in Iraq – as judged by their effectiveness in recruiting insurgent fighters into combat – are, respectively the symbols of Abu Ghraib and Guantanamo.”

(U) The abuse of detainees in U.S. custody cannot simply be attributed to the actions of “a few bad apples” acting on their own. The fact is that senior officials in the United States government solicited information on how to use aggressive techniques, redefined the law to create the appearance of their legality, and authorized their use against detainees. Those efforts damaged our ability to collect accurate intelligence that could save lives, strengthened the hand of our enemies, and compromised our moral authority. This report is a product of the Committee’s inquiry into how those unfortunate results came about

A. Conclusions on GTMO’s Request for Aggressive Techniques:

Conclusion 13: Secretary of Defense Donald Rumsfeld’s authorization of aggressive interrogation techniques for use at Guantanamo Bay was a direct cause of detainee abuse there. Secretary Rumsfeld’s December 2, 2002 approval of Mr. Haynes’s recommendation that most of the techniques contained in GTMO’s October 11, 2002 request be authorized, influenced and contributed to the use of abusive techniques, including military working dogs, forced nudity, and stress positions, water boarding in Afghanistan and Iraq.

B. Conclusions on Interrogations in Iraq and Afghanistan:

Conclusion 15: Special Mission Unit (SMU) Task Force (TF) interrogation policies were influenced by the Secretary of Defense’s December 2, 2002 approval of aggressive interrogation techniques for use at GTMO. SMU TF interrogation policies in Iraq included the use of aggressive interrogation techniques such as military working dogs and stress positions. SMU TF policies were a direct cause of detainee abuse and influenced interrogation policies at Abu Ghraib and elsewhere in Iraq.

Conclusion 19: The abuse of detainees at Abu Ghraib in late 2003 was not simply the result of a few soldiers acting on their own. Interrogation techniques such as stripping detainees of their clothes, placing them in stress positions, and using military working dogs to intimidate them appeared in Iraq only after they had been approved for use in Afghanistan and at GTMO. Secretary of Defense Donald Rumsfeld’s December 2, 2002 authorization of aggressive interrogation techniques and subsequent interrogation policies and plans approved by senior military and civilian officials conveyed the message that physical pressures and degradation were appropriate treatment for detainees in U.S. military custody. What followed was an erosion in standards dictating that detainees be treated humanely."

The PSY OPS Evening News With Your Host...

The U.S. general commanding NATO forces in Afghanistan has ordered a merger of the office that releases NEWS with PSYCHOLOGICAL OPERATIONS (PSY OPS) which deals with propaganda, a move that goes against the alliance's policy, three officials said. The move has worried Washington's European NATO allies -- Germany has already threatened to pull out of media operations in Afghanistan--and the officials said it could undermine the credibility of information released to the public.

Seven years into the war against the Taliban, insurgent influence is spreading closer to the capital and Afghans are becoming increasingly disenchanted at the presence of some 65,000 foreign troops and the government of President Hamid Karzai. Taliban militants, through their website, telephone text messages and frequent calls to reporters, are also gaining ground in the information war, analysts say.

U.S. General David McKiernan, the commander of 50,000 troops from more than 40 nations in NATO's International Security Assistance Force (ISAF), ordered the combination of the Public Affairs Office (PAO), Information Operations and Psy Ops from December 1, said a NATO official with detailed knowledge of the move.

"This will totally undermine the credibility of the information released to the press and the public," said the official, who declined to be named.

ISAF spokesman Brigadier General Richard Blanchette said McKiernan had issued a staff order to implement a command restructure from December 1st which was being reviewed by NATO headquarters in Brussels, but he declined to go into details of the reorganization. "This is very much an internal matter," he said. "This is up with higher headquarters right now and we're waiting to get the basic approval. Once we have the approval we will be going into implementation."

But another ISAF official confirmed that the amalgamation of public affairs with Information Operations and Psy Ops was part of the planned command restructure. This official, who also declined to be named, said the merger had caused considerable concern at higher levels within NATO which had challenged the order by the U.S. general.

DECEPTION ACTIVITIES:

NATO policy recognizes there is an inherent clash of interests between its public affairs offices, whose job it is to issue press releases and answer media questions, and that of Information Operations and Psychological Operations. Information Operations advises on information designed to affect the will of the enemy, while Psy Ops includes so-called "black operations," or outright deception.

The new combined ISAF department will come under the command of an American one-star general reporting directly to McKiernan, an arrangement that is also against NATO policy. "While coordination is essential, the lines of authority will remain separate, the PA reporting directly to the commander. This is to maintain credibility of PA and to avoid creating a media or public perception that PA activities are coordinated by, or are directed by, Info Ops," the NATO policy document says. "Public Affairs will have no role in planning or executing Info Ops, Psy Ops, or deception activities.”

The United States has 35,000 of the 65,000 foreign troops in Afghanistan, operating both under ISAF and a separate U.S.-led coalition operation, but both come under McKiernan's command. Washington is already scheduled to send another 3,000 troops to arrive in the country in January and is now considering sending 20,000 more troops in the next 12 to 18 months, further tipping the numerical balance among ISAF forces.

The FBI, National Geospatial-Intelligence & NORTHCOM: My Honor Is Loyalty, My Freedom Is Nihil...

The American Civil Liberties Union recently came across a revealing RNC Homeland Security Document. This official document was uncovered by the website Wikileaks, which according to its website "We help you safely get the truth out". This document outlines the planning leading up to the Republican National Convention and how security forces would be working together during the RNC. Many federal, state and local organizations were mentioned in this document, a number of which the ACLU did not know were involved.

A number of these agencies are military based, which may directly conflict with Federal law that prohibits the military from engaging in domestic intelligence gathering.

The National Geospatial-Intelligence Agency (NGA), is one of the organizations that is mentioned in the report that is particular cause for concern. NGA provides mapping tools and imagery intelligence that are obtained from the United State's military spy satellites which are controlled by the National Reconnaissance Office. In other words during the RNC, these top spying tools could have been utilized to gather intelligence on the homes of activists and media workers who were a part of the demonstrations. That information could have then been relayed to local officials.

A second agency that was involved in the planning is the Pentagon's Northern Command, NORTHCOM. Having NORTHCOM at the table, assisting in the planning is troubling because it could mean that the military was involved in the crowd control strategies and dealing with potential civil unrest. According to a report in Army Times, it said that an active military unit has been deployed by NORTHCOM in the United States. This deployment marks the first time an active unit has been given a dedicated assignment within U.S. Borders.

Furthermore it appears that the FBI may have been using a station faking technology that would allow them to locate an individual through their cell phone. The ACLU is concerned with how this technology is used and if there was proper judicial oversight. In the USA Patriot ACT, this process for obtaining a track was made easier, and could allow for little to no judicial oversight. This tracking via cell phones could have been used during the RNC without the knowledge of even the phone companies.

"These behaviors are a radical departure from separation of civilian law enforcement and military authority, and could, quite possibly, represent a violation of law," said Teresa Nelson, ACLU of Minnesota. The ACLU-MN will continue to investigate and will use their findings in future lawsuits against law enforcement officials.

Description: There are many research efforts within robotics in path planning, exploration, and mapping of indoor and outdoor environments. Operator control units are available that allow semi-autonomous map-based control of a team of robots. While the test environments are usually benign, they are slowly becoming longer and more complex. There has also been significant research in the game theory community involving pursuit/evasion scenarios.

This topic seeks to merge these research areas and develop a software/hardware suit that would enable a multi-robot team, together with a human operator, to search for and detect a non-cooperative human subject. The main research task will involve determining the movements of the robot team through the environment to maximize the opportunity to find the subject, while minimizing the chances of missing the subject. If the operator is an active member of the search team, the software should minimize the chance that the operator may encounter the subject. As a simplification, the building layout could be given, although operating in an unknown environment with unknown obstacles is more realistic. The latter case should be studied at least in simulation. The software should maintain awareness of line-of-sight, as well as communication and sensor limits. It will be necessary to determine an appropriate sensor suite that can reliably detect human presence and is suitable for implementation on small robotic platforms. Additionally, the robot may not have the intelligence, sensing, or manipulative power to perform reconnaissance under full autonomy.

For example, the robot may not be able to negotiate all obstacles, determine the course of action when confronted with difficult choices, or have sufficient team members to optimally search. Part of the research will involve determining what role the human operator will play in the search task. The system should flag the operator when assistance is required. Typical robots for this type of activity are expected to weigh less than 100 Kg and the team would have three to five robots.

PHASE I: Develop the system design and determine the required capabilities of the platforms and sensors. Perform initial feasibility experiments, either in simulation or with existing hardware. Documentation of design tradeoffs and feasibility analysis shall be required in the final report.

PHASE II: Implement the software and hardware into a sensor package, integrate the package with a generic mobile robot, and demonstrate the system’s performance in a suitable indoor environment. Deliverables shall include the prototype system and a final report, which shall contain documentation of all activities in this project and a user's guide and technical specifications for the prototype system.

PHASE III: Robots that can intelligently and autonomously search for objects have potential commercialization within search and rescue, fire fighting, reconnaissance, and automated biological, chemical and radiation sensing with mobile platforms.

“Given that iRobot last year struck a deal with Taser International to mount stun weapons on its military robots, how long before we see packs of droids hunting down pesky demonstrators with paralyzing weapons? Or could the packs even be lethally armed? I asked two experts on automated weapons what they thought. Both were concerned that packs of robots would be entrusted with tasks - and weapons - they were not up to handling without making wrong decisions.

Steve Wright of Leeds Metropolitan University is an expert on police and military technologies, and last year correctly predicted this pack-hunting mode of operation would happen:

"The giveaway here is the phrase 'a non-cooperative human subject'. What we have here are the beginnings of something designed to enable robots to hunt down humans like a pack of dogs. Once the software is perfected we can reasonably anticipate that they will become autonomous and become armed. We can also expect such systems to be equipped with human detection and tracking devices including sensors which detect human breath and the radio waves associated with a human heart beat. These are technologies already developed."

Another commentator often in the news for his views on military robot autonomy is Noel Sharkey, an AI and robotics engineer at the University of Sheffield. He understands why the military wants such technology, but also worries it will be used irresponsibly: "This is a clear step towards one of the main goals of the US Army's Future Combat Systems project, which aims to make a single soldier the nexus for a large scale robot attack. Independently, ground and aerial robots have been tested together and once the bits are joined, there will be a robot force under command of a single soldier with potentially dire consequences for innocents. ...If you have an autonomous robot then it's going to make decisions who to kill, when to kill and where to kill them. The scary thing is that the reason this has to happen is because of mission complexity and also so that when there's a problem with communications you can send a robot in with no communication and it will decide who to kill."

Sharkey also warned that such autonomous weapons could easily be used in the future by law enforcement officials in cites, pointing out that South Korean authorities are already planning to have a fully armed autonomous robot police force in their cities.”

The Military Mind MEDUSA: Purification With A Whisper...

"A US company claims it is ready to build a microwave ray gun able to beam sounds directly into people's heads. Bankrolled by the US Military, the device – dubbed MEDUSA (Mob Excess Deterrent Using Silent Audio) – exploits the microwave audio effect, in which short microwave pulses rapidly heat tissue, causing a shockwave inside the skull that can be detected by the ears. A series of pulses can be transmitted to produce recognisable sounds.

The device is aimed for military or crowd-control applications, but may have other uses.

Lev Sadovnik of the Sierra Nevada Corporation in the US is working on the system, having started work on a US NAVY (Small Business Innovation Research or SBIR) contract.

MEDUSA involves a microwave auditory effect "loud" enough to cause discomfort or even incapacitation. Sadovnik says that normal audio safety limits do not apply since the sound does not enter through the eardrums. "The repel effect is a combination of loudness and the irritation factor," he says. "You can’t block it out."

Sadovnik says the device will work thanks to a new reconfigurable antenna developed by colleague Vladimir Manasson. It steers the beam electronically, making it possible to flip from a broad to a narrow beam, or aim at multiple targets simultaneously.

James Lin of the Electrical and Computer Engineering Department at the University of Illinois in Chicago says that MEDUSA is feasible in principle."I would worry about what other health effects it is having," says Lin. "You might see neural damage. There are health risks, he notes. But the biggest issue from the microwave weapon is not the radiation. It's the risk of brain damage from the high-intensity shockwave created by the microwave pulse.

Clearly, much more research is needed on this effect at the sort of power levels that Dr. Sadovnik is proposing. But if it does prove hazardous, that does not mean an end to weapons research in this area: a device that delivered a lethal shockwave inside the target's skull might make an effective death ray.

Dr. Sadovnik also makes the intriguing suggestion that, instead of being used at high power to create an intolerable noise, it might be used at low power to produce a whisper that was TOO QUIET TO PERCEIVE CONSCIOUSLY but might be able to SUBCONSCIOUSLY INFLUENCE SOMEONE. The directional beam could be used for targeted messages, such as in-store promotions. Sadovnik even suggests SUBLIMINAL ADVERTISING (THOUGHT CONTROL, BEAMING INFORMATION THAT IS NOT CONSCIOUSLY HEARD (a notion also spotted on the US Army's Voice-To-Skull web page which was removed after this article's publication)." -David Hambling, (Excerpt: NewScientist.com,7.6. 2008)

Iraq: It's Impossible To Calculate The Messages On The Streets...

BAQUBA: The real number of the dead is far higher than even the highest declared in death tolls, many Iraqis say. A study by doctors from the Johns Hopkins School of Health in conjunction with Iraqi doctors from al-Mustanceriya University in Baghdad, published in the British medical journal The Lancet in October 2006, estimated the number of excess deaths as a result of the occupation at above 655,000.

Just Foreign Policy, an independent organisation “dedicated to reforming U.S. foreign policy” offered an updated total of 1,213,716 at the time of this writing. On Sep. 14, 2007, Opinion Research Business (ORB), an independent polling agency located in London, produced a figure of 1,220,580 deaths as a result of the invasion. These estimates are above any official figures from Iraq, but they do consider the reported official figures.

Iraqis believe that the authorities are hiding these figures. “The U.S. military benefits from hiding the real totals,” said a political analyst who declined to give his name because of the atmosphere of fear within Iraq. “And the Iraqi government is a puppet of the Americans, so their figures are ridiculously low as well.”

The report published in The Lancet did not take into account many circumstances of death, say residents in Baquba, capital of Diyala province 40km north of capital Baghdad.

“All people know that a large number of bodies are dropped into the Diyala river.” said a local resident. “I was kidnapped and taken to a village called Huwaider, which is completely Shia and located on the Diyala River. Sunnis there are killed and dropped in the river by militiamen, but I was freed by the U.S Army. “People in all the villages on the river have gotten used to seeing bodies floating in the river."

“I lived in Gatoon district, the volatile stronghold of the militants in Baquba,” Yasir al-Azawi, a 37-year-old truck driver told IPS. “Everyday I saw vehicles dropping bodies in the river. Everyone in my district knows this truth; that the river contained an extraordinary number of bodies to the extent that living in that place became impossible. We left our home and moved to live in the north of Iraq.” An officer at the directorate-general of police for Diyala province said the number of dead is impossible to calculate exactly.

“When the new security plan began in Diyala, some of the arrested militants confessed that they were burying bodies. Some of them led us to the places where they buried the bodies. We found hundreds by digging in the areas that are a stronghold of the militants, and sometimes in the gardens of the houses they were living in, or in a place nearby.”

An eyewitness at the Baquba morgue spoke with IPS on condition of anonymity. “I was looking for my relative who was kidnapped and then killed, and I saw an ambulance moving the dead who were killed by militants, I asked the driver about these bodies. He said that the Iraqi army found them in houses and in holes dug within the houses. I also saw a skeleton among the bodies.”

Many believe that the number of the dead is higher than these studies reflect also because the lack of access to areas controlled by militias and other fighters prevents police and army personnel from finding and collecting bodies. A policeman, speaking on condition of anonymity, told IPS that “we were moving the bodies from the main streets of the city through patrols. A body that may have been dropped in the street is a message for people. They dropped it purposely. But these are only a few; the bodies of most we believe were killed, were never found.”

“The morgue continues to receive bodies brought by the police or the ambulance,” said an employee at the Baquba morgue. “We used to receive many daily. The capacity of the morgue was not enough, so they were buried after certain procedures like taking photos or waiting for the families to ask about them and to take them. Sometimes, at times of bombing and disastrous accidents, we were receiving hundreds of bodies.”

“Hundreds of families come to the provincial office everyday to ask about their loved ones who were kidnapped; they do not know whether they are dead or alive,” an employee at the governor’s office told IPS. “Often the Iraqi army finds records of the dead from the militants through their confessions. Every week there are new lists of names of those who were killed by the militants. People come to find out whether their loved ones are dead, in order to stop searching.” New burial grounds are found often, and the dead are usually not recorded. Many residents told IPS that farmers commonly find bones in their fields.

INTERVIEW: Ron Paul, Ph.D, RE: Election 2008, Democratic & Republican Candidates:

"There really is no choice there, they (McCain, Obama, Clinton) all belong to the same group, they are beholden to the military industrial complex and the medical industry, the media industry, the whole works, the banking industry. The rhetoric is different but they're all after power and there is not going to be a lot of difference. Obama offers a false "revolution" in that he speaks constantly of change but at the heart of it represents a continuation of the same political system. If we have an Obama Presidency we're not suddenly going to have an ethical foreign policy, the same forces will still have their control."

He went on to explain that the debate should not be over which of the three remaining candidates to pick, rather it should be over whether we want to continue to allow the politics they espouse to rule the roost or whether we want to change the country, restore the constitution and return to sound money.

In response to the revelations that the Congressman was a topic of concern amongst elites at the recent Trilateral Commission meeting in Washington, Dr. Paul was not surprised:

"What you're telling me explains that it isn't the Republicans running the show or the Democrats, but it's the powerful special interests, the elites who control both parties, you know the Trilateral people and others, they're the ones who are afraid of our ideas because they would be very intimidated by a gold standard or a non interventionist foreign policy where we're not policing the world."It's more dangerous than ever because up 'til now, for the last hundred years, they have controlled everything through economic power and the Federal Reserve, the banks and the budgetary process, but when that fails and the dollar fails and even their own system is challenged then they don't have the financial community that can hold us together."

The Congressman spoke of the dangers of an elitist system that is beginning to lose its firm grip on the country:

"The danger is that instead of just resorting to manipulating the economy behind the scenes, all of a sudden to hold things together they have to become more authoritarian. But to me this is a tremendous opportunity because up til now the American people have been very complacent. If they start wanting to tax and control the internet and going after radio talk show hosts, that's when we'll be in big trouble, because fortunately we do still live in a good country and it's worth saving... as bad as things are we don't yet live in a totalitarian state, although that is what we fear and that is why we have to be alert and vigilant because if they move quickly to get rid of our ability to communicate then we're in big trouble."

The Congressman also responded to the news this week that a recording of former Secretary of Defense Donald Rumsfeld has been discovered in which he says that another attack on America would act as a "correction" to the public's lack of enthusiasm for the neo-con agenda.

"I think that is the way they do think, I don't think they plan every event but boy when there is an opportunity do they jump at it. They had planned for a long time on the PATRIOT Act but they had to wait for the right time, they had planned for a long time to invade Iraq. They wait for opportunities, they help create them, they manipulate and do whatever is necessary."

"We need to be realistic, we can't challenge the system, even if we come close to controlling a delegation, they bend the rules or break the rules or ignore the rules, and they run rough shod over you, but that doesn't mean that it should diminish our enthusiasm because what really counts are our ideas which are more powerful than all the shenanigans that they pull."
